Population Growth or Economic Growth?

Which one you prefer to play?
Grow the cities population to high and massive count? Or limit an imigrant?
I try to play strategies with no imigrant coming, low corporate tax policies.
This make the unemployment rate reduced from 8% to 2% and Jobs Opening for massive amount.
Also increasing GDP per Capita reach up to $50.000 in 2007.
The question is, what a benefit when a cities have the highest Real Wage rate's and GDP Per Capita?
I will try to play until GDP per Capita reach to $100.000.
