I think right now, fire station is just one type of community building, and it doesn't prevent the building burning down random event. I think it should be a very simple task to add its functionality to eliminate burning down event from happening. (or at least reduced)

Maybe it affects the desirability of the city? Proportion of fire station per pop count.
